Liangjiang opens multiple channels for talent attraction, retention

Liangjiang New Area Party Work Committee in Southwest China's Chongqing municipality hosted a symposium on Dec 9 to review the new area's work on attracting and retaining talent.

Talent service units, scientific and research institutions, and major enterprises based in Liangjiang took part in the meeting.

According to Li Ting, general manager of Liangjiang New Area Human Resources Co, the company has helped Sany Group Co, Corning Inc and other enterprises employ 100,000 high-end personnel. The firm also coordinated efforts with China's top universities, including Peking University and Tsinghua University, to launch cooperative talent cultivation programs that have cumulatively brought in more than 1,000 talents.

In addition, long-term paring mechanisms have been established between the firm and over 300 local corporations. About 20 human resource institutions from all over China, as well as seven overseas talent attraction agencies, have begun cooperating with the firm.

Wang Fei, president of Liangjiang Coordinative Innovation Zone Co, said the zone has successfully introduced 40 research centers founded by foreign and domestic universities, research institutes and enterprises, and has established over 80 R&D platforms, with 18 of them recognized as municipal new high-end research platforms.

Relying on China's offshore innovation and entrepreneurship bases, the firm has attracted about 1,500 innovative skilled workers to Liangjiang.

There are currently 430 employees and 410 scientists and researchers at the center, 80 percent of whom hold master's degrees or above, said Han Kai, a high-ranking official at the Chongqing Innovation Center of the Beijing Institute of Technology.

By improving incentives, strengthening scientific research fund management, offering more promotion channels for talent, encouraging talent to apply for talent cultivation programs, and exploring technology transfer patterns, the center has succeeded in retaining talent in Liangjiang.

Xiong Songning, representative from China Satellite Communications Co, highlighted the efficiency-based distribution principle and the differentiated salary mechanism adopted by the company, which keep employees highly motivated.

In addition, the company also seeks to grant more preferential conditions associated with housing and education for the offspring of its staff members, in a bid to boost their sense of belonging.
