Chongqing releases master plan for culture, tourism

The government of Chongqing municipality recently issued a master plan on the development of culture and tourism during the 14th Five-Year Plan period (2021-25).

The plan, designed to build the municipality into a cultural hub and an internationally-renowned tourist destination, focuses on in-depth supply-side structural reform and promotes the further integration of culture and tourism.

Statistics indicate that during the 13th Five-Year Plan period (2016-20), the average annual growth rate of Chongqing's cultural industry was 12.5 percent, with more than 40,000 new market players registered in the city.

The plan states that by the end of 2025, Chongqing's public culture service level should be raised; the overall quality of artistic works should be improved; new progress should be made in the integrated development of all kinds of media; and more effective ways to protect traditional culture should be found.

A series of targets were included in the plan, including expanding the proportion of the cultural industry added value to 4.5 percent of the regional GDP, cultivating about 1,200 culture enterprises above a designated size, posting 750 billion yuan ($114.45 billion) in tourism revenue, and creating 180 scenic spots above the 4A-level.

In order to transform its cultural industry, Chongqing will not only seek to bolster its traditional sectors, but also develop digital cultural business and strive to build 15 national and 120 municipal cultural industry demonstration bases by the end of 2025.
