Liangjiang New Area is spearheading the advancement of digital governance to transform grassroots management, address community challenges, and explore innovative pathways for modernizing urban governance.
"Your vehicle is parked illegally. Please move it promptly," read a message received by a resident named Liu on his phone from authorities. This prompted him to relocate his car from a hidden corner of Liangjiang's Fu'an Community.
Mr Liu resolved to park in designated areas from now on, yet was curious how he was detected without visible cameras. The answer lies in Liangjiang's innovative drone patrol system.
During routine patrols, drones capture images and identify illegal parking through photo comparison, sending notifications to the grassroots governance command center. This center, utilizing an intelligent governance platform, advises vehicle owners to relocate their vehicles.
This sophisticated system is capable of real-time task assignment, aerial surveillance, video transmission, AI processing, event generation, and precise notifications. It serves as an "aerial camera" with AI processing capabilities for the integrated digital city governance platform.
The drones flag issues such as illegal parking and unauthorized rooftop constructions, enabling authorities to swiftly detect, communicate, and resolve these issues.
As of June, 12 automated drone nests have been established. In Lijia subdistrict alone, over 420 test flights have been conducted, with 45 flight routes planned and tested, covering 58 inspection points.
During the recent heavy rainfall, Liangjiang's digital operation and governance center utilized over 300,000 connected sensory devices to build a comprehensive perception network.
"We have installed cameras and water level sensors at 17 flood-prone locations to collect vectorized drainage pipeline data, enabling real-time monitoring and management of rivers, lakes, and drainage networks," said Wu Qingwei, deputy director of the Liangjiang urban management bureau.
When water levels reach warning thresholds, the system triggers alerts, sending risk notifications to management personnel. This significantly enhances the timeliness and precision of flood prevention efforts.
