Professor Gu is a senior researcher at the Asian Competitiveness Research Institute. He is dedicated to research of the Chinese economy, civic development and public policy. He has lectured at various training sessions for Chinese government officials and has offered consultation services for governmental organizations from both Singapore and China.

Gu noted that the key to Singapore’s success was a forward-looking city development plan and a sustainable national strategy. He said that Singapore enjoys a good reputation, stable policy and sound infrastructure, and a dynamic business environment.

He suggested that Liangjiang should consult with external experts and consultants and finalize its policies after thorough and detailed analysis.

He elaborated on Singapore’s experience in taxation, welfare, employment and social security. He also compared Singapore’s performance with Liangjiang’s in industries such as big data, information technology, electronic and smart city governance.

He noted that Liangjiang has huge potential in finance, connectivity, and port logistics. China is working on trade facilitation and Singapore has experience on integrating with the world economy, including global governance and common international rules.

Gu gave several suggestions to Liangjiang New Area from the perspective of public services, government management, city planning, industrial updating and sustainable economic development.

Since 2011, Liangjiang New Area has hosted the Liangjiang Forum and invited renowned experts from both home and abroad to deliver key note speeches. The forum has played a positive role in enhancing the abilities of government and Party officials.
