Data collected at the social security bureau of Liangjiang New Area in Southwest China's Chongqing municipality indicated that over the past year, the new area registered 29,000 employed people, a year-on-year increase of 67 percent.

The largely improved employment environment depends on the increasing number of market entities, incentive policies to stabilize employment and measures to broaden employment channels.

In 2021, Liangjiang recorded 26,000 new market entities, which have created a large number of positions. In addition, the launch of new businesses and projects has also created more demand for laborers. For example, the launch of the sixth-generation production line invested in by BOE in the new area has brought in more than 4,000 jobs for locals.

In the face of the pandemic, the government has adopted a series of actions to stabilize employment, by implementing tax reduction, postponement, and rebate policies for micro-, small- and medium-sized enterprises, which have saved nearly 15 billion yuan ($2.37 billion) for firms involved, and by adjusting the social security payment proportions and cutting other types of fees, which have saved 2 billion yuan for enterprises insured.

In addition, Liangjiang has taken the initiative in Chongqing to explore a new high-quality employment assessment system, and trained around 20,000 laborers in total last year. To broaden employment information channels, the new area has established an online and offline job-matching platform that managed to offer more than 40,000 positions. The employment rate for college graduates in 2021 topped 90.34 percent, and over 3,400 people having difficulties finding jobs have been arranged to adequate positions.

By establishing nearly 50 makers paces, business incubators, and pioneer parks for overseas returnees, Liangjiang has attracted about 10,000 enterprises to settle there.
