Liangjiang New Area in Southwest China's Chongqing municipality formalized a five-year action plan (from 2023 to 27) on Aug 17 to promote the high-quality development of Chongqing's manufacturing sector. The plan proposes to build the "33511" modern manufacturing industrial cluster.

The cluster refers to three dominant industries (the intelligent connected and new energy vehicles, the new generation of electronic information manufacturing, and the next-generation internet and software), three backbone industries (new energy and new-type energy storage, life and health and smart equipment and manufacturing), five characteristic industrial clusters (new displays, semi-conductors, satellite internet, biomedicine, and productive services), as well as eleven future industrial clusters in frontier new materials, AI, Web3 industry, smart home, low-carbon life, VR, future communication, AI and robots, life science, blockchain technology, and cybernetic brain.

The new area sets the stage to promote the transformation of leading automobile companies into technology-oriented, service-oriented, and green enterprises. It is expected to expand the application scenarios of intelligent connected and new energy vehicles and build infrastructure and service systems such as charging and battery swapping stations.

It is set to expedite the upgrading of new display technologies and further complete the industrial chain from raw materials to design, manufacturing, packaging, and testing. In addition, Liangjiang is expected to develop smart wearables and lifestyle products, strengthen the industrial software sector, consolidate and expand emerging platform software, and enhance digital content production.

Plans are for the new area to create an energy-intelligent equipment industrial park, focusing on the digitization and intelligence of new power systems, new electrical equipment, and energy management systems. It is set to promote the growth of the biopharmaceutical industry, specifically in chemical agents, biological products, modern traditional Chinese medicine, medical devices, and pharmaceutical outsourcing services.
