Liangjiang New Area in Chongqing Municipality is putting together policies aimed at attracting international experts and it is expected that by 2020, the investment in human capital to GDP ratio will reach 19 percent.
As the only development and opening up zone in China's western region, Chongqing Municipality, is focused on developing three influential industries in the world – cars , electronics, and cloud computing, as well three influential industries in China – robots, aerospace, and bio-medicine. There is thus a growing demand for international experts.
The construction of the teaching building and support facilities of Liangjiang International School, Chongqing Science and Technology University, has entered their final stage and will be officially opened in September. With the ambition of becoming a world class international school, Liangjiang International School aims to train high-level interdisciplinary students with a global vision and a strong engineering practice background.
To help with this, Liangjiang New Area is recruiting experts from across the world. For example, it Is looking for retired senior government and enterprise officials and experts who may build the communication bridge with the outside world and provide consultation on attracting investment.
Liangjiang New Area has also introduced a policy which provides for benefits for 16 categories of people who are urgently needed. For example, in terms of settlement, experts can enjoy a one-off installation grant up to 2 million yuan ($ 323,000). For scientific research, they may get a support fund with a maximum of 3 million yuan. From the aspect of business start-ups, the team can enjoy a one-off fund of 1 million yuan.
Up to now, Liangjiang New Area has hired a Nobel Laureate in Chemistry, a Nobel Prize candidate, former president of Roche global pharmaceutical research and another three distinguished experts.
